 DBE Solicitation Blue Sheet at Time of Bid Pilot Process

"Item Number 1008 051" in the August 6th Michigan Department of Transportation (MDOT) letting will be included in a new DBE Solicitation Blue Sheet at Time of Bid Pilot Process.

The primary intent of this second DBE solicitation pilot process is to access the pre-bid DBE solicitation efforts of the prime contractors, and the pre-bid response/quotation efforts of the DBE contractors.  This pilot process establishes a very specific sequence of actions and timeframes for review of a request for modification or waiver of a published DBE participation goal.

Like the previous DBE solicitation pilot process, this pilot process will require that the bidder submit their DBE percentage only with their electronic bid.  A "DBE Goal" folder in Bid Express has been added for this submittal.  Click here for the published Contractor Announcement containing the specific instructions for this pilot project.  Bids submitted for this project without the bidders DBE percentage will not be considered by MDOT.

Additionally, for this pilot project, the three lowest "as-submitted" bidders and the DBE contractors who quoted those three bidders will again be required to submit their quotation information to MDOT for compilation and analysis.  Failure by any of the three lowest "as submitted" bidders to meet the submittal requirements (including information about DBE firms that quoted but were not selected, and non-DBE firms whose quotes were selected) will result in their bid being deemed as non-responsive.   

The Notice to Bidders that defines this pilot's submittal requirements and timeframes, as well as establishes the actions and timeframes of the DBE goal modification or waiver request process, is included in the project proposal on pages 280 to 281.
