GRAND RAPIDS -- Three years after a chunk of the Franklin Street bridge fell onto U.S. 131 and damaged a passing car, sheets of plywood still protect unsuspecting motorists. In fact, the state has patched more Grand Rapids overpasses with plywood than with pavement as those who maintain highways complain they can't keep up. Gas tax money is dwindling, and costs have more than doubled for everything from asphalt to road salt, leaving roads and bridges to crumble in West Michigan and across the state, road officials said.
