It’s hard to believe that on February 7, 2012, two counties (Huron and Isabella) have already posted seasonal weight restrictions. It is unclear as to how much frost is actually in the ground, but these recent postings should serve as a reminder that spring is around the corner and that MDOT and other local agencies may begin imposing additional weight restrictions in their jurisdictions.

MDOT Restricts Use of Crushed Concrete

On Tuesday, January 31, MDOT published a special provision that prohibited the use of crushed concrete within 500 feet of any watercourse. MDOT added the Special Provision for Crushed Concrete Near Water to projects to be let this Friday, February 3, by addendum, and they plan to incorporate it into existing contracts by contract revision.

As the administrative impact of MDOT’s “new” interpretation of MDOT BOHIM 2010-08 became known, specifically as it related to the requirement of an original signature on the submitted Materials Source List (Form 501), MITA immediately met with MDOT advocating for removal of the requirement. MITA staff has just learned that MDOT’s 2012 Pay Item Code Book (associated with the new 2012 Standard Specifications for Construction) contains a significant number of pay item code changes. These pay item code changes are the result of several new pay items and the re-ordering of pay items incorporated since the publishing of the previous edition of the standard specification in 2003.

MITA has been informed that beginning at 5:00 pm this Friday, August 5, 2011, the state of Michigan server that hosts the MDOT e-Proposals will be down thru Sunday, August 7, 2011, for routine maintenance and upgrades. The server should be up and running by the start of business on Monday, August 8, 2011. MDOT has indicated that many of their applications will be unavailable during this time.

At the September State Transportation Commission meeting, MDOT leadership announced they would invest $1.38 billion in their 2011 Highway Program. This investment level represents roughly a continuation of the $1.44 billion 2010 Highway Program that was supplemented with $148 million in American Recovery and Reinvestment Act (ARRA) funds.

On Thursday, December 2, 2010, MDOT is hosting a forum to discuss a new program created by InfoTech that will allow a contractor to submit material certifications via a web-based program. To test the viability of this web-based program for the submission of material certifications, MDOT is anticipating piloting it on a few projects during the 2011 construction season.
